Can I grow vegetables under normal CFL bulbs?

I am just wondering if normal CFL bulbs (the swirly ones) will be enough power to grow tomatoes, and maybe lettuce indoors. I have a small space out side, but I am growing watermelons out there, so I cannot do it outdoors. I have 13 watt bulbs, and I have no intention of buying any HPS, MH, or LED bulbs, cause it would not be worth it, but I can buy multiple light fixtures, as it is more of a novelty than anything. I want to know, what is the cheapest thing that I can do for lighting, and is there any decent fertilizers to use in doors, other than miracle grow? thanks, and any suggestions are appreciated.
