What was that Kung Fu movie on spike tv last night?

I only saw the second half of it, but it had terrible voice acting. At the end the main villain guy used some special fighting technique that had to do with frogs ... He kinda turned into one...ish. There was a wife a husband fighting team, the graphics were kinda bad, the lady always had a cigarette in her mouth. There was a younger fighter who was like the chosen one. Idk there was what looked like the mob in there too. Not sure if it was Chinese or what but it might have been a comedy or the voice acting was just that bad. Oh and the was a deaf mute girl who kept having flash backs to when she was little and this boy saved her and her big swirly lollypop . If you know what movie this is that would be great
