Decorating a plain white tutu?

You could sew some fake flowers around the waist, then rip out the stitches when you want to take them off. Or, you could sew sequins, beads, or "jewels" on it. You could also buy some tulle or chiffon that has a pattern embroidered on it, and sew that to the top of the tutu part.
